How is the Fee for Appraising Postal Service Operating Conditions Used?

Circular 291/2016/TT-BTC has been signed and promulgated by the Ministry of Finance to regulate the rates, collection policies, payment, management, and use of fees for appraising the conditions for postal service operations.

According to Circular 291/2016/TT-BTC, the management and use of the postal activity condition assessment fee are implemented as follows:

- The fee-collecting organization shall remit the entire collected fee amount into the state budget. The expenditure for assessment and fee collection is allocated by the state budget within the organization’s estimate according to the policies and state budget expenditure norms.- In case the fee-collecting organization is allowed to retain 90% of the total collected fee amount to cover the expenses for assessment and fee collection as stipulated in Clause 2, Article 5 of Decree 120/2016/ND-CP, the remaining 10% must be remitted to the state budget.
