Managing the establishment of websites and portals is a key focus, as stipulated in Circular 110/2014/TT-BQP, which promulgates the Regulations on management, provision, and use of Internet services in the Vietnam People's Army.
According to the provisions of Circular 110/2014/TT-BQP, the establishment of websites and electronic information portals in the Military is managed as follows:
- Electronic newspapers in the form of websites and electronic information portals are established and operated in accordance with the provisions of the law on journalism.- Specialized application websites and electronic information portals are established and operated in accordance with the provisions of specialized laws and relevant regulations of the Regulation on management, provision, and use of Internet services in the Vietnam People's Army issued together with Circular 110/2014/TT-BQP.- Personal websites and general electronic information websites must follow the regulations on registering and using Internet resources and the provisions of this Regulation.
Furthermore, agencies and units are only allowed to establish aggregate websites and electronic information portals when they have a License to establish websites and electronic information portals.
Agencies and units are granted a License to establish websites and electronic information portals when they meet the following conditions:
- Established in accordance with the laws of Vietnam and the Ministry of National Defense, with functions, duties, or registered business lines suitable to the services and content of information provided;- Management personnel meet the requirements as prescribed by the Ministry of Information and Communications;- Registered domain names to use for the establishment of aggregate websites and electronic information portals;- Financial, technical, organizational, and human resources capabilities suitable for the scope of operations;- Have measures to ensure information security.
The License to establish aggregate websites and electronic information portals has a duration as requested by the agency or unit but not exceeding 10 years.
