How is the Digital Signature on an Electronic Document Verified?

On December 19, 2017, the Ministry of Information and Communications issued Circular 41/2017/TT-BTTTT specifying detailed regulations on the verification of digital signatures on electronic documents.

Circular 41 stipulates that the verification of digital signatures on electronic documents is carried out as follows:

- Decrypt the digital signature using the corresponding public key;- Check and authenticate the information of the digital signer on the digital certificate attached to the electronic document; the verification and authentication of the digital signer's information are conducted in accordance with regulations on checking the validity of digital certificates;- Check the integrity of the digitally signed electronic document.

Additionally, Circular 41 specifies that the digital signature on an electronic document is valid when the verification and authentication of the digital certificate information of the signer at the time of signing are still valid, the digital signature is created correctly by the private key corresponding to the public key in the digital certificate, and the electronic document ensures its integrity.

Note that information about the digital signer; the agency or organization signing the electronic document must be managed in a database accompanying the digital signature verification software.
