How do State Agencies Provide Periodic Information to the Press?

To disseminate and ensure transparency of information in the implementation of state policies, state agencies must periodically communicate and provide information to the press agencies. This implementation is regulated in Decree 09/2017/ND-CP as follows:

1. Regarding the activities and administration of the Government of Vietnam, the Prime Minister of the Government of Vietnam:

- Notify on a monthly basis;- In the form of press conferences, providing press releases, and posting on the Government of Vietnam's electronic portal;- Person responsible for implementation: The Minister, Head of the Government Office of Vietnam, presides, in cooperation with ministries, ministerial-level agencies, agencies under the Government of Vietnam, People's Committees of provinces, and centrally-run cities;

2. Activities of ministries, ministerial-level agencies, agencies under the Government of Vietnam, and provincial People's Committees, within the scope of their management:

- Monthly provision of regular information to the press and updating information on the electronic portal or website of their respective agency as prescribed by the Government of Vietnam regarding the provision of information and online public services on the electronic portal or website of state agencies;- Organize press conferences at least every three months to provide regular information to the press;- If necessary, state administrative agencies can provide regular information to the press in writing or directly at weekly press briefings organized by the Central Propaganda Department, Ministry of Information and Communications, and Vietnam Journalists Association;

3. General Departments, Departments, specialized agencies under provincial People's Committees, provincial organizations of central agencies organized along vertical lines at the local level, and district-level People's Committees:

- Provide regular information to the press and update information on the electronic portal or website of their respective agency as prescribed by the Government of Vietnam regarding the provision of information and online public services on the electronic portal or website of state agencies;- Appoint spokespersons to provide information at press conferences held by ministries, ministerial-level agencies, and provincial People's Committees when required;- If necessary, state administrative agencies can provide regular information to the press in writing;- Specialized agencies under provincial People's Committees, provincial organizations of central agencies organized along vertical lines at the local level, and district-level People's Committees can provide direct information at press briefings organized by the Propaganda Department, Department of Information and Communications, and the Journalists Association of the province or centrally-run city.- Provide information promptly and accurately to the electronic portal and website of ministries, ministerial-level agencies, and provincial People's Committees as per current regulations.

4. Commune-level People's Committees:

- Provide information promptly and accurately to the electronic portal and website of district-level People's Committees;- If necessary, commune-level People's Committees provide regular information to the press in writing or other forms.

Decree 09/2017/ND-CP is effective from March 30, 2017.
