How are the Salaries of Officials and Public Employees Calculated from July 01, 2019?

With the increase in the statutory pay rate applicable to officials and public employees from July 01, 2019, the regulations on calculating salaries and allowances for these subjects also underwent changes.

The Ministry of Home Affairs is developing the Draft Circular guiding the implementation of the new statutory pay rate. In this Draft, it is stipulated that the salary and allowances of officials and public employees will be calculated according to the statutory pay rate and the current salary coefficient effective from July 1, 2019. To be specific:

Salary = Statutory pay rate of 1,490,000 VND/month x Current salary coefficient

- For allowances calculated according to the statutory pay rate:

Allowance = Statutory pay rate of 1,490,000 VND/month x Current allowance coefficient

- For allowances calculated as a percentage of the current salary including leadership position allowance and seniority allowance beyond the frame:

Allowance = (Salary from July 1, 2019 + Leadership position allowance and seniority allowance beyond the frame from July 1, 2019) x Percentage rate of the allowance as per regulation

- Regarding the amount of the retained differential coefficient, it is calculated according to the formula:

Amount of the retained differential coefficient = 1,490,000 VND/month x Current retained differential coefficient

- Additionally, for delegates of People's Councils at all levels, the activity fee is also calculated using the following formula:

Activity fee = Statutory pay rate of 1,490,000 x Activity fee coefficient as per regulation
