How are the insignia of the Director General of the Fisheries Surveillance Department regulated?

Fishing Control Officer's insignia has a dark blue background and is designed in a regular trapezoid shape with the following dimensions: the side length is 130 mm, the longest base is 50 mm, the shortest base is 40 mm; the tapered tip (sharp end) has a height of 16 mm; it has a gold border, with the wide border being 5 mm, the narrow border 3 mm (the longest base doesn't have a border); at the tapered tip, there is a button for the insignia with a diameter of 16 mm, the surface of the insignia button is embossed with a pattern of two rice flowers around and a five-pointed star in the middle.

Circular 20/2018/TT-BNNPTNT stipulates the insignia corresponding to the positions distinguished by stars and stripes. Large stars have a diameter of 24 mm, small stars have a diameter of 21 mm; stripes are either yellow or pink, with a width of 05 mm and a spacing of 05 mm. The insignia for leadership positions are regulated as follows:

- Director General: thick border, 02 (two) large stars, no stripes;- Deputy Director General: thick border, 01 (one) large star, no stripes;- Head of Department under the Directorate, Regional Chief Inspector, Center Director under the Directorate, Fleet Chief Inspector, head of provincial Fisheries Inspection Agency: thin border, 04 small stars and 02 vertical yellow stripes;- Deputy Head of Department under the Directorate, Deputy Regional Chief Inspector, Deputy Fleet Chief Inspector, Deputy Director of a Center under the Directorate, deputy head of provincial Fisheries Inspection Agency: thin border, 03 small stars and 02 vertical yellow stripes;- Head of Department under a Regional Inspectorate, Head of Department of a Center under the Directorate, Station Chief Inspector, Fleet Captain: thin border, 02 small stars and 02 vertical yellow stripes;- Deputy Head of Department under a Regional Inspectorate, Deputy Head of Department of a Center under the Directorate, Deputy Station Chief Inspector, Deputy Fleet Captain: thin border, 01 small star and 02 vertical yellow stripes.

Additionally, the Circular also stipulates the insignia for Fisheries Inspection officials and crew members of Fisheries Inspection vessels as follows:

Fisheries Inspection officials:

- Senior Fisheries Inspector: thin border, 02 small stars and 02 vertical yellow stripes;- Fisheries Inspector: thin border, 01 small star and 02 vertical yellow stripes;- Intermediate Fisheries Inspector: thin border, 04 small stars and 01 vertical yellow stripe.

Crew members of Fisheries Inspection vessels:

- Ship Captain: thin border, 01 small star, 02 vertical pink stripes;- First Mate, Chief Engineer: thin border, 04 small stars, 01 vertical pink stripe;- Second Engineer, Chief Officer, Chief Electrician: thin border, 03 small stars, 01 vertical pink stripe;- Sailors, Mechanics, Electricians, Communications, Medical staff on Fisheries Inspection vessels: thin border, 02 small stars, 01 vertical pink stripe;- Caterers on Fisheries Inspection vessels; other labor contract employees on Fisheries Inspection vessels: thin border, 01 small star, 01 vertical pink stripe.
