Circular 11/2019/TT-BLDTBXH stipulates the updating and changing of information on poor households and near-poor households in the following two cases:

Case 1: For provinces and cities directly under the Central Government that have implemented database connection with online public services, the representative of poor households, near-poor households, the legal representative of poor households, near-poor households, or the public administrative service provider must update and declare the personal information of poor households and near-poor households and transfer it to the same-level state management unit to carry out subsequent procedures ensuring compliance with laws on poverty reduction policies.
Representatives of poor households, near-poor households, legal representatives of poor households, near-poor households, or public administrative service providers are not allowed to change information about the policies and benefits enjoyed by poor households and near-poor households. The updating and changing of the policies and benefits of poor households and near-poor households are conducted by the state management agencies, ensuring compliance with laws on poverty reduction policies.
Case 2: For provinces and cities directly under the Central Government that have not yet implemented database connection with online public services, on the basis of the regular and annual review results of poor households and near-poor households following the process guided in Circular 17/2016/TT-BLDTBXH dated June 28, 2016, from the Ministry of Labor - Invalids and Social Affairs guiding the process of annual review of poor households and near-poor households according to the multi-dimensional poverty line applied for the period 2016-2020 and Circular 14/2018/TT-BLDTBXH dated September 26, 2018, from the Ministry of Labor - Invalids and Social Affairs amending and supplementing several articles of Circular 17/2016/TT-BLDTBXH dated June 28, 2016, from the Ministry of Labor - Invalids and Social Affairs guiding the process of annual review of poor households and near-poor households, officials in charge of poverty reduction at the commune level or individuals assigned by the competent authorities at the local level shall organize and manage, update, and change information of poor households and near-poor households into the database.
