Recently, the Ministry of Public Security has submitted the Draft Law on ensuring road traffic order and safety to the National Assembly of Vietnam for consideration.
According to Article 4 of the Draft Law on ensuring road traffic order and safety of Vietnam, principles of ensuring road traffic order and safety are specified as follows:
1. Ensure smooth, orderly and safe traffic operations; protect the life, health and property of the State and the people; proactively prevent accidents, violations and traffic jams, contributing to ensuring national defense and security and serving socio-economic development.
2. Ensuring road traffic order and safety is the responsibility of agencies, organizations and individuals, of which the agency with the function of ensuring security and order has the main responsibility; respect and ensure the rights and obligations of citizens.
3. Road users must self-consciously and strictly abide by the law on traffic order and safety, and maintain safety for themselves and others, and take responsibility before law for their law-breaking acts.
4. Acts of violating road traffic order and safety must be promptly prevented, handled strictly and strictly according to law. Individuals and organizations sanctioned for administrative violations that do not voluntarily comply with the sanctioning decisions will be coerced to do so in accordance with law.
5. State management of road traffic order and safety is performed uniformly on the basis of clear assignment and decentralization, in line with the functions and tasks and at the same time there is close coordination among ministries, branches and local authorities at all levels.
