This is one of the notable contents of Resolution 03/2018/NQ-HDND on promulgating the regulation on additional income for officials and public employees in areas managed by the state, political organizations, socio-political organizations, and public service providers managed by Ho Chi Minh City.

To be specific, according to the content in this Resolution, additional income is paid based on the job performance of officials and public employees in each agency, unit, and it is the responsibility of the Head of the unit to evaluate according to the regulations in Decree 56/2015/ND-CP and Decree 88/2017/ND-CP.
Based on the needs and funding sources for implementing the city's wage reform annually from 2018 to 2020, the city’s People's Committee will review the coefficient of additional income adjustment compared to the realistic budget balance annually. If there are changes, the city's People's Committee will submit to the city’s People's Council for consideration and decision.
The additional income adjustment coefficient for the 2019 - 2020 period follows the specific roadmap as follows:
- In 2019: The maximum additional income adjustment coefficient for implementing the special mechanism in each unit is 1.2 times the salary by grade, rank (the salary by grade, rank is the salary including the government's salary increase schedule). (This coefficient is within the maximum of 1.8 times the salary by grade, rank according to Resolution 54/2017/QH14).
- In 2020: The maximum additional income adjustment coefficient for implementing the special mechanism in each unit is 1.8 times the salary by grade, rank (the salary by grade, rank is the salary including the government's salary increase schedule). (This coefficient is at the maximum of 1.8 times the salary by grade, rank according to Resolution 54/2017/QH14).
Based on the maximum additional income adjustment coefficient of each year mentioned above, agencies and units will implement the additional income adjustment coefficient for each official and public employee following the guidance of specialized agencies, ensuring the principle of organisational structure arrangement, downsizing staff, and implementing salary reform according to the policies of the Communist Party and the State; linked to job performance and not equally distributed.
