Holder of the Traditional Medicine Practitioner Certificate is Registered to Conduct Traditional Medicine Business Nationwide

Recently, the Minister of Health has signed and promulgated Circular 47/2018/TT-BYT regulating the application of conditions related to diplomas, certificates, certification, and professional practice for the issuance of traditional medicine practice certificates.

Article 4 of Circular 47/2018/TT-BYT stipulates that individuals holding a Certificate as a Traditional Medicine Practitioner issued by the Ministry of Health or the Department of Health are eligible to register for traditional medicine business nationwide. This is also one of the principles for applying the conditions on diplomas, certificates, and relevant certification documents related to traditional medicine in accordance with the socio-economic conditions and the medical examination and treatment needs of the people in each locality over time.

Additionally, based on the socio-economic conditions of each locality and the medical examination and treatment needs of the people in each locality over time, the Director of the Department of Health of provinces and centrally-administered cities decides to issue professional practice certificates in traditional medicine to individuals holding certificates and documents specified in Clauses 2, 3, 4, and 5 of Article 2 of this Circular and only permits practice within that locality.

Furthermore, Circular 47/2018/TT-BYT also stipulates the scope of pharmaceutical practice for individuals holding certificates and documents in traditional medicine as follows:

- Individuals holding a certificate as a traditional medicine practitioner specified in Clause 1 of Article 2 of this Circular are responsible for the professional activities in pharmaceutical matters at wholesale or retail establishments for medicinal materials, traditional medicine, and also responsible for pharmaceuticals or in charge of ensuring the quality at household businesses or cooperatives producing medicinal materials.- Individuals holding a certificate as a traditional medicine pharmacist specified in Clause 2 of Article 2 of this Circular are responsible for the professional activities in pharmaceutical matters at wholesale or retail establishments for medicinal materials or traditional medicine ingredients.- Individuals holding other certificates and documents in traditional medicine specified in Clauses 3, 4, and 5 of Article 2 of this Circular are responsible for the professional activities in traditional pharmaceuticals at wholesale or retail establishments in accordance with the scope of practice licensed by the Department of Health.
