The People's Council of Ho Chi Minh City issued Resolution 27/2022/NQ-HDND on December 09, 2022, stipulating the income adjustment coefficient for 2023 until the end of the pilot implementation period as per Resolution 54/2017/QH14. Accordingly:

Ho Chi Minh City: Income adjustment coefficient of officials and public employees in 2023 is 1.8 times

Resolution 27/2022/NQ-HDND stipulates that the income adjustment coefficient for 2023 is up to 1.8 times compared to the salary according to rank and position, continuing until the end of the pilot implementation period as per Resolution 54/2017/QH14 dated November 24, 2017, of the National Assembly for specific mechanisms at each unit.

(Currently, the income adjustment coefficient for 2022 for Ho Chi Minh City officials and public employees is 1.2 times as per Resolution 04/2022/NQ-HDND)

- Assigning the People's Committee of the City:

+ Balancing the wage reform resources to ensure salary increases as per the roadmap of the Government of Vietnam (expected in July 2023) and paying additional income according to Resolution 03/2018/NQ-HDND of the City's People's Council in 2023 until the end of the pilot Resolution 54/2017/QH14 period as stipulated in Article 1 Resolution 27/2022/NQ-HDND;

+ Continuously implementing the assigned tasks in Article 8 of the Regulations on paying additional income to officials in state management, political organizations, political-social organizations, and public service providers managed by the City, issued along with Resolution 03/2018/NQ-HDND dated March 16, 2018, of the City's People's Council.

+ The Standing Committee of the City People's Council, the Committees of the City People's Council, the Delegation Groups, and the delegates of the City People's Council shall closely monitor the implementation of Resolution 27/2022/NQ-HDND.

Article 6 of Resolution 54/2017/QH14 stipulates the authorization mechanism and income for officials and public employees under the management of Ho Chi Minh City as follows:


- The Chairman of the City People's Committee is authorized to delegate several duties and powers of the Chairman of the City People's Committee to the Chairman of the District People's Committee.


- The City People's Committee stipulates the duties and powers that the Chairman of the District People's Committee is authorized to delegate to the Chairman of the Commune People's Committee within the scope of duties and powers of the District Chairman; authorization shall not include duties and powers that have been delegated by the Chairman of the City People's Committee as per Clause 1, Article 6 of Resolution 54/2017/QH14.


- The City People's Council has the authority to allocate the city's budget to pay additional average income for officials and public employees in state management, political organizations, political-social organizations, and public service providers managed by the City based on work performance in addition to paying additional income as per current financial autonomy regulations for administrative agencies and public service providers, with a maximum limit of 1.8 times the salary according to rank and position. The income level for experts, scientists, and special talents is determined by the City People's Council.


- The City People's Committee has the authority to adjust the names, functions, and duties of departments under specialized agencies of the City People's Committee to fit the characteristics of the City.


- The implementation of Clauses 3 and 4, Article 6 of Resolution 54/2017/QH14 must be associated with organizational restructuring, staff streamlining, and salary reform according to policies of the Communist Party and the State.

Trajectory of the additional income adjustment coefficient over the years

- Year 2018: 0.8 times

- Year 2019: 1.2 times

- Year 2020: 1.2 times

- Year 2021:

+ First 6 months: 1.2 times

+ Last 6 months: 1.0 times

- Year 2022: 1.2 times

- Year 2023: 1.8 times

Additional income for officials and public employees will be paid based on their work efficiency at each agency or unit, as evaluated by the unit head according to the regulations in Decree 90/2020/ND-CP. Each unit shall develop an internal spending regulation to ensure democracy and transparency.

Resolution 27/2022/NQ-HDND takes effect from January 01, 2023, and replaces Resolution 04/2022/NQ-HDND dated April 07, 2022.
