On May 10, 2024, the Central Executive Committee issued Regulation 145-QD/TW on training and updating knowledge and skills for leaders and managers at all levels in Vietnam.

Regarding this matter, LawNet would like to answer as follows:
According to Article 4 of Regulation 145-QD/TW in 2024, the content of training and updating knowledge and skills for leaders and managers at all levels is as follows:
- Orientation of training content:
+ Summarizing practical results, developing theories on the Party's viewpoints and guidelines, and knowledge contributing to improving leadership, management, and scientific skills; building and improving institutions, policies.
+ Newly issued content in resolutions and documents of the Party related to the Party's leadership, power, construction of the Party and political system; economic-social development, defense, security, and foreign affairs at each level, agency, unit, and locality.
+ The world, regional, domestic, and local situations.
+ The experience of some advanced countries; experience in handling complex issues arising in leadership and management work.
- Party committees, party organizations, and specific leadership of agencies and units will specify and direct appropriate content into specialized training topics for participants.
According to Article 7 of Regulation 145-QD/TW in 2024, the training hierarchy is as follows:
* For Group 1 and Group 2
- The Central Organizing Committee is responsible for advising on the construction and implementation of annual training and knowledge and skill updating plans and leading the guidance, inspection, and supervision of the implementation.
- The Central Propaganda Committee is responsible for orienting the content of training, updating knowledge and skills, and coordinating the content review. It also coordinates the guidance, inspection, and supervision of the annual implementation.
- Ho Chi Minh National Political Academy is in charge of organizing annual training and knowledge and skill updating plans; leading coordination with the Central Propaganda Committee and relevant agencies to review content and propose report presenters.
* For Group 3
- The Central Propaganda Committee is responsible for orienting the content of training, updating knowledge and skills, and coordinating the content review. It also coordinates the guidance, inspection, and supervision of the annual implementation.
- Ho Chi Minh National Political Academy leads the coordination and guidance of the Central Committees, ministries, central agencies, provincial party committees, and central-affiliated localities to develop and review specialized content; recommending report presenters.
- The central committees, ministries, agencies, and central-affiliated units are responsible for leading and directing specific subordinate agencies and units to implement the training and updating regime, coordinating with the Ho Chi Minh National Political Academy to select content and topics. They direct subordinate agencies and units to implement the training and updating of knowledge and skills for leaders and managers within their jurisdiction.
- The standing committees of provincial party committees, city party committees, and central-affiliated party committees are responsible for:
+ Leading and directing party committees, party organizations to specify, inspect, and supervise the implementation of the training and updating regime. They coordinate with the Ho Chi Minh National Political Academy to select content, specialized topics, and organize the implementation of training for the management staff.
+ Directing the organizing committee of provincial party committees to coordinate with relevant agencies, provincial political schools to develop plans, select content, review program content, and organize the implementation of training and updating of knowledge and skills within their jurisdiction.
+ Directing the standing committees of district party committees, relevant departments, sectors, the Vietnam Fatherland Front, political-social organizations, and provincial-level career units to coordinate with provincial political schools and other relevant training institutions to implement the training and updating of knowledge and skills for leaders and managers within their jurisdiction.
In which, leaders and managers at all levels are divided into 3 groups for training as follows: - Group 1: Key leaders and high-level leaders of the Party, State, and the Vietnam Fatherland Front. - Group 2: Officials under the purview of the Politburo and the Party Central Committee Secretariat. - Group 3: Officials under the purview of party committees, party organizations, and leadership of agencies and management units. |
