High technology human resources is a team of individuals with the qualifications and skills to meet the requirements of research, development, and application of high technology, high-tech services, high-tech activity management, operation of equipment, and high-tech product production lines.

(1) According to Article 30 Decree 10/2024/ND-CP, Hi-tech human resource training include:

- Training a team of individuals with the qualifications and skills to meet the requirements of high-tech research, development, and application activities;

- Building strong research teams, and modern high-tech training and research facilities;

- Collaborating with universities and research facilities outside the high-tech park in training bachelor's, master's, and doctoral levels in some fields associated with priority technology areas as specified in the Law on High Technologies 2008 and the list of high-priority development technologies;

- Training and supplying high-level human resources in operating high-tech equipment, high-tech product production lines, high-tech services provision, and high-tech activity management.

(2) For investment projects in high technology human resources training facilities in the high-tech park, the following criteria must be met:

- The objective and content of the investment project must be consistent with the tasks of the high-tech park as specified in Clause 2, Article 31 of the Law on High Technologies 2008.

- Apply environmentally friendly and energy-saving measures.

- Must be consistent with the planning, technical infrastructure, and social infrastructure capabilities of the high-tech park and related legal provisions.

- Investors proposing investment projects must have the financial capability or legal resources to meet the requirements for investment capital in construction, maintenance, and operation of the project; have technological and management capabilities to ensure on-schedule and planned project implementation.

- Training teams of researchers, managers, and technicians for high-tech product production; attracting overseas volunteer experts and Vietnamese experts abroad to participate in high-tech human resources training activities in the high-tech park;

- Have specific plans and timelines for high-tech human resources development; comply with current regulations on training and developing human resources in Vietnam;

- Aim to establish strong scientific research teams; develop high-tech human resources training institutions to international standards.

Hi-tech human resource development policies in Vietnam

Based on Article 26 of the Law on High Technologies 2008, the hi-tech human resource development policies in Vietnam include:

- Developing high technology human resources is one of the key tasks of the national education and training system to implement State policies on high-tech activities as stipulated in the Law on High Technologies 2008 and other related legal provisions.

- High technology human resources training must be linked to practical applications and high-tech development tasks to meet the needs of industrialization and modernization; ensure sufficient quantity, quality, and structured high-tech human resources; and be used effectively with appropriate incentives.

- High technology human resources are trained synchronously in structure and qualifications, including scientists, researchers, technology experts, managers, technicians, and skilled workers.

- The State facilitates domestic and foreign organizations and individuals in developing high technology human resources; allocates budget, resources, and applies the highest incentives as prescribed by law to develop high-tech human resources.
