This is one of the regulations on the citizens reception office of the Ministry of National Defense as stipulated in Circular 59/2016/TT-BQP issued by the Ministry of National Defense on April 21, 2016.
Circular 59 stipulates that the Citizen Reception Office of the Ministry of National Defense in Hanoi is where the citizens are received by the Central Military Commission, the leaders of the Ministry of National Defense; the General Staff, the General Department of Politics, the General Department of Logistics, the General Department of Technical Services, and the General Department of Defense Industry (collectively referred to as the general departments) and the departments: Personnel, Policy, Propaganda, Military Affairs, and Social Insurance of the Ministry of National Defense (collectively referred to as the departments); under the management of the Inspectorate of the Ministry of National Defense. The General Staff is responsible for allocating forces for security and ensuring safety and order.
According to the regulations, the Citizen Reception Office of the Ministry of National Defense must arrange permanent officers, specialized officers, and service staff managed by the Head of the Citizen Reception Office/Inspectorate of the Ministry of National Defense, who is accountable to the Chief Inspector of the Ministry of National Defense for the administration and maintenance of the Citizen Reception Office's operations.
Additionally, Circular 59 requires the general departments to allocate specialized officers for citizen reception; the departments, based on their actual situation, tasks, and functions, to allocate specialized or concurrently responsible officers for citizen reception and to be on duty at the Citizen Reception Office of the Ministry of National Defense.
