This is the regulation mentioned in Circular 19/2020/TT-BCA issued by the Minister of Public Security, stipulating the implementation of democracy in the management of entry and exit by the People's Public Security.
According to Section 6, Article 8 of Circular 19/2020/TT-BCA, the head of the unit responsible for immigration management must be accountable for the violations of the unit and its officers and soldiers in implementing immigration management.

Additionally, from July 1, 2020, the head of the unit conducting immigration management shall be responsible for:
- Assigning officers and soldiers to positions suitable with their capabilities and job requirements, ensuring sufficient necessary personnel; supervising and urging the performance of duties by officers and soldiers, and periodically rotating positions of officers involved in immigration management according to regulations; implementing democracy in the management and operation of the unit.
- Directing the arrangement of locations for handling immigration procedures to ensure convenience and appropriate space; having a suggestion box; and having signboards indicating the unit's name, regulations, working hours, and guidance maps in both Vietnamese and English.
- Directing efforts to promote administrative reforms and enhance the application of science and technology in immigration management.
- Issuing decisions or reporting to competent authorities to issue decisions on the temporary suspension of work or taking appropriate measures promptly against officers and soldiers who violate democratic implementation according to the law and regulations of the Ministry of Public Security.
- Directing the reception of agencies, organizations, or individuals with requests or matters related to immigration procedures; addressing feedback, suggestions, complaints, and denunciations in accordance with the law and regulations of the Ministry of Public Security; arranging schedules to meet when agencies, organizations, or individuals request direct meetings with the head of the unit responsible for immigration management.
