Ho Chi Minh City Federation of Labor has issued Official Dispatch 1184/LĐLĐ-CSPL dated November 1, 2022, on reporting the situation of labor relations before, during, and after Tet 2023 in Vietnam.

In order to strengthen the work of ensuring the implementation of labor laws, contributing to stabilizing the employment situation, life, and labor relations, the Ho Chi Minh City Labor Confederation has requested the Labor Confederations and trade unions under the Ho Chi Minh City Labor Confederation to implement the following contents:

To review businesses not announcing Tet bonuses to union members and employees

Specifically, for businesses in the area that have reduced orders or temporarily suspended operations, the Labor Confederations and trade unions under the Ho Chi Minh City Labor Confederation carry out the following tasks:

- Review and make a list of businesses with reduced orders, at risk of bankruptcy and dissolution, or owners who have fled, failure to notify the time of payment of salaries and Tet bonuses to union members and workers. Information about the Management Board of the city's Industrial Export Processing Zones and local authorities will soon have specific solutions to protect the legal rights and rights of workers.

- Coordinate to inspect and monitor the implementation of labor laws, the application of minimum wage, salary payment, bonus payment, and benefits for employees on the occasion of Tet Quy Mao 2023, of businesses in the area that have reduced orders and temporarily suspended operations; do not allow violations of labor laws and unpaid wages and bonuses of workers to occur, leading to the risk of disputes and instability in labor relations in the City.

To enhance dialogue and negotiation with employers on salaries and bonuses in Vietnam

The Labor Confederations and trade unions under the Ho Chi Minh City Confederation of Labor guide grassroots unions to increase dialogue and negotiation with employers on wages, bonuses, and other welfare regimes in accordance with legal regulations and in accordance with the conditions and circumstances of the enterprise.

At the same time, it is the leading unit to coordinate with grassroots trade unions and relevant agencies and organizations to directly meet to listen to opinions and support the parties to find solutions, bring production and business activities back to normal when a collective stoppage occurs, and update labor fluctuations before, during, and after the Lunar New Year of the Cat in 2023.

Especially workers in concentrated industrial zones should have support measures in case of a labor shortage to soon stabilize production and business.

To proactively propose policies to support union members and affected workers in Vietnam

To promptly support union members and workers in difficult circumstances, affected by businesses that have reduced orders or stopped reducing labor on the occasion of Lunar New Year (especially for female workers during maternity time, raising children, etc.), the Labor Confederations and trade unions under the Ho Chi Minh City Labor Confederation advise the party committees at all levels to propose to the government and expertise on necessary support policies.

In addition to support, socialization is also enhanced to supplement resources, along with the resources of the Trade Union organization, to take care of thoughtfully, promptly, and with the right target group of union members and workers.

For union members and workers who cannot afford to return home to celebrate Tet, units coordinate with sectors and localities to organize meaningful and warm activities to welcome Tet and celebrate Spring.
