Ho Chi Minh City Department of Education and Training issued Official Dispatch 1599/SGDĐT-VP dated April 6, 2023, on the issuance of citizen identification with an electronic chip and registration and activation of an electronic identification account on the VNeID application; which requires 100% of teachers to have chip-mounted citizen ID cards and activate VNeID before May 1, 2023.

1. HCMC, Vietnam: 100% of teachers to have chip-mounted citizen ID cards and activate VNeID before May 1, 2023

According to Official Dispatch 1599/SGDĐT-VP dated April 6, 2023, to promote the exemplary role of cadres, party members, civil servants, public employees, and employees of State agencies, the Department of Education and Training requests the Heads of Education Departments of districts/cities and heads of affiliated units to quickly direct the implementation:

- Directing all cadres, party members, civil servants, public employees, and employees in units to complete 100% of procedures for issuance of citizen identification cards with chips and successfully register and activate an electronic identity account on the VNeID application before May 1, 2023" to carry out relevant administrative procedures on the Online Public Service Portal.

- Advocating and propagating to family, relatives, and friends about the benefits of chip-based citizen ID cards and electronic identification on the VNeID application platform in order to proactively arrange a reasonable time early to carry out the registration and procedures for the issuance of chip-based citizen ID cards and electronic identification accounts.

2. Instructions for registering and activating an e-ID account in Vietnam

Register and activate an electronic identity account according to the instructions in Official Dispatch 1599/SGDĐT-VP dated April 6, 2023:

* For e-ID account Level 1: Register directly through the mobile VNeID application.

* For e-ID account Level 2

Step 1: Prepare documents (When you go to register for a Level 2 electronic identity account, you need to bring your chip-based citizen ID card and documents that need to be integrated into the VNeID application, such as: Health insurance card, Driving license, Vehicle registration, and tax code information.)

Step 2: Go to the police station to complete the procedure

- In case you do not have a citizen ID card with a chip or have one but have lost it, damaged it, or want to change it, you can go directly to one of the following units (according to your permanent or temporary residence):

+ Police Team for Administrative Management and Social Order - Police of Districts, Thu Duc City

+ Police Department for administrative management of social order - City Police (Currently, the Police Department for administrative management of social order - City Police is temporarily closed)

- In case you already have a valid chip-based citizen ID card, you can go directly to one of the following units (not required by permanent or temporary residence):

+ Police Team for Administrative Management and Social Order - Police of Districts, Thu Duc City

+ Police Department for administrative management of social order - City Police (Currently, the Police Department for administrative management of social order - City Police is temporarily closed)

+ Commune-level police

Step 3: Wait for the approval result, issue an electronic identity account from the Ministry of Public Security.

After you have completed the registration procedures for a Level 2 electronic identity account. The registration file will be reviewed and approved by the functional units of the Ministry of Public Security. If the result is Pass, you will receive an SMS to the registered phone number. The sample message content is as follows:

The Government's administrative management and social policy activities include: The balance sheet has been determined by the government's sole owner. To access the VNeID application or to use the address https://vneid.gov.vn to install the drill."

The ****: will show your full name and unsigned first name.

Step 4: Activate the eID account and start using the application with the eID account.
