HCMC People's Council to pass the resolution on regulations for the income adjustment factor in 2023, with a maximum increase of 1.8 times

At the 8th session of the 10th HCMC People's Council held on November 12, 2023, the City People's Council representatives passed a resolution on the regulation of the income adjustment coefficient for 2023, valid until the end of the pilot implementation period according to Resolution No. 54/2017/QH14 of the National Assembly.

According to the resolution, the adjustment coefficient for increased income in 2023 until the end of the pilot implementation period under Resolution No. 54/2017/QH14 of the National Assembly to implement special mechanisms in each unit is a maximum of 1.8 times compared to the salary according to ranks and positions.

To be specific, in 2018 increased by 0.6 times, in 2019 by 1.2 times, and from 2020, the adjustment coefficient increased to 1.8 times. However, due to the impact of the Covid-19 pandemic, the city only decided on a coefficient of 0.6-1.2 times over the past 5 years.

The People's Committee of HCMC assesses that the conditions are now sufficient to pay the highest increased income levels to officials because the budget resources are balanced and there is a need to better take care of this group so they can be assured in their work.

The city will balance the wage reform resources to ensure salary increases according to the Government of Vietnam's roadmap and additional income increases. In case the source is insufficient for a 1.8 times level, the city’s People's Committee will report to the city’s People's Council to stipulate an appropriate coefficient based on budget balancing capacity.

According to the resolution, the city’s People's Council assigns the city’s People's Committee to balance the wage reform resources to ensure salary increases according to the Government of Vietnam's roadmap (expected in July 2023) and to implement additional income increases according to Resolution No. 03/2018/NQ-HDND of the city’s People's Council in 2023 until the end of the pilot implementation of Resolution No. 54/2017/QH14 according to the additional income adjustment coefficient specified in Article 1 of this Resolution.

At the same time, continue to perform the tasks assigned in Article 8 of the Regulation on additional income for officials in the state management sector, political organizations, socio-political organizations, and public service providers managed by the city, issued together with Resolution No. 03/2018/NQ-HDND of the city’s People's Council.

Also at the session, the city’s People's Council approved the proposals from the city’s People's Committee, such as: the list of projects for land expropriation for socio-economic development in the national and public interest in HCMC; projects for changing the use purpose of rice cultivation land in the city; educational support policies for preschool children, students, graduate students, and ethnic minority researchers in HCMC for the period 2022-2025; specific policies on strengthening and enhancing the capacity of ward, commune, and commune-level town medical stations during the period of safe, flexible adaptation and effective control of Covid-19 through 2025; the staffing plan for administrative officials, the number of personnel working in public service provider units, and associations with a special nature in HCMC; Funeral service fee rates; Youth development program for the period 2022-2030; Occupational safety and sanitation; Regulations on support levels for registration of inventions and designs domestically and internationally, etc.
