Hanoi-Vietnam: Which skills are required for graduates of college-level electrical and electronics engineering?

Recently, the Vietnam Ministry of Labor, Invalids, and Social Affairs issued Circular 45/2018/TT-BLDTBXH, stipulating the minimum knowledge volume and competency requirements graduates of intermediate and college programs for disciplines and majors in the fields of architectural engineering technology, construction, mechanical engineering, electrical engineering, electronics, communications, and chemistry.

Circular 45/2018/TT-BLDTBXH specifies the necessary skills required for graduates of college-level electrical and electronics engineering in Vietnam as follows:

- Proficiently using handheld electrical and electronic tools;

- Accurate reading of profession-specific technical drawings (assembly diagrams, schematic diagrams); listing required materials and components for electrical circuits;- Skillful assembly of electrical and electronic devices;

- Being proficient in measurement, testing, and repair of electrical and electronic devices;

- Calculating and designing electronic circuits and residential, and industrial electrical systems as per requirements;

- Proficiently using electrical and electronic design software;

- Assembling electronic circuits meeting technical requirements;

- Planning, organizing, and executing the installation of power distribution systems, residential, industrial electrical systems, and industrial automation systems;

- Being proficient in the operation of power distribution systems, residential, industrial electrical systems, and industrial automation systems;

- Programming microcontrollers, and programmable logic controllers for electrical and electronic systems;

- Proficiently using application software specific to the profession, management, and production organization;

- Preparing the plans for consultation, supervision, and management of projects in the electrical and electronic sector;

- Addressing queries, thereby planning the supply of requirements and selecting products to meet customer demands;

- Supporting team or departmental members to ensure achieving set goals;

- Having basic informatics skills as per regulations; exploiting, processing, and applying information technology in professional work;

- Having foreign language skills, achieving level 2/6 in the Vietnamese Foreign Language Proficiency Framework; applying foreign languages in professional work.

Additionally, this Circular also stipulates the level of autonomy and responsibility for college-level electrical and electronics engineering as follows:

- Being accountable to leaders of agencies, organizations, and businesses for one's own and group's work results;

- Being capable of solving complex tasks and issues in changing work conditions;

- Providing minimum guidance, supervising subordinates in performing determined tasks;

- Evaluating the quality of products upon completion of the group's members' results.
