Hanoi-Vietnam: What are the responsibilities of provincial police authority?

Recently, the Vietnam Ministry of Public Security signed for promulgating Circular 58/2015/TT-BCA stipulating the patrol, control, and maintenance of security, order, and social safety by the Mobile Police force.

Circular 58/2015/TT-BCA stipulates the responsibilities of the provincial police authority divided into two levels as follows:

Responsibilities of the Director of Provincial Police Authority

- Direct the Mobile Police force under their authority to patrol and control to ensure security, order, and social safety within the managed local area;

- Assign and organize the patrol and control activities of the Mobile Police force under their authority.

Responsibilities of the Security Guard Division, Mobile Police Regiment of Hanoi City Police/Ho Chi Minh City Police, and Security Guard and Mobile Police Division of Provincial Police Authority

- Advise the Director of Provincial Police to decide on the allocation of Mobile Police units under their authority to organize patrol and control activities to ensure security, order, and social safety and handle violations of the law as per authority;

- Arrange the force, organize patrol and control activities, and handle violations of the law as regulated;

- Preside and cooperate with the district-level police authority, town-level police authority, and provincial city police authority to patrol and control to ensure security, order, and social safety in complex areas, targets, routes, and localities.
