Recently, the Vietnam Ministry of Education and Training issued Circular 28/2020/TT-BGDĐT promulgating the Charter for Primary Schools.

Specifically, the Charter issued with Circular 28/2020/TT-BGDDT clearly stipulates the duties of a homeroom teacher in teaching and educating primary school students in Vietnam as follows:
- Implement the primary-level general education program and the school's educational plan; proactively carry out and take responsibility for the educational plan; be self-reliant and accountable for the performance of professional duties (content, teaching methods, student assessment) and the quality and effectiveness of education for each student in their class, ensuring compliance with the educational program's regulations, suitable for the students and the specific conditions of the school.
- Participate in the development of the professional group's and the school's educational plans; regularly update directives from the sector; prepare, organize teaching, and assess students as required; engage in other professional activities.
- Establish friendly, democratic relationships between teachers and students, parents, and the community; help students be proactive, creative, confident, and self-reliant in learning and training.
- Maintain the qualities, honor, and reputation of educators; behave culturally, unite, and help colleagues; set an example for students; love, treat fairly, and respect students; and protect the legitimate rights and interests of students.
- Conduct self-assessment according to professional standards for teachers; self-study and self-improve professional capacity; perform regular teacher training duties as required; exchange and share expertise with colleagues inside and outside the school through professional activities and training sessions.
- Apply information technology in teaching, learning, and professional activities; be creative and flexible in self-making teaching aids.
- Participate in the selection of textbooks as required; propose that the school supply reference publications and teaching equipment as required and suitable for use in the teaching process.
- Participate in educational quality assurance.
- Engage in mandatory education, education universalization, and literacy eradication in the locality.
- Coordinate with the Ho Chi Minh Young Pioneer Organization, students' families, the community, and related social organizations to fulfill educational duties.
- Manage and organize the implementation of the educational plan at assigned school sites when designated by the principal.
- Perform other duties as stipulated by law and as assigned by the principal.
- Proactively understand each student assigned to their class; develop educational activities reflecting clear goals, content, and education methods ensuring feasibility, suitable to the characteristics of students, and practical conditions to promote the progress of the whole class and each student.
- Carry out educational activities according to the plan developed and approved by the principal.
- Work closely with parents or guardians, teachers, team leaders, and related social organizations to organize educational activities and support, supervise the learning, and training of students in their class; compile reviews, evaluate students at the end of the first semester and the end of the school year; guide students in self-evaluation for rewards; list students recommended for staying in the class; complete student records.
- Report regularly or irregularly on the class situation to the principal.
