On November 4, 2022, the Hanoi People's Committee issued Official Dispatch 3694/UBND-KTN implementing Official Telegram 1039/CD-TTg on the management and administration of petroleum products.

Implementing Official Telegram 1039/CD-TTg dated November 2, 2022 of the Prime Minister on the management and administration of petroleum products; In order to ensure that the petroleum market operates stably, serving the consumption needs of the capital's people in the last months of 2022, the Lunar New Year of the Cat, and the first months of 2023, the City People's Committee has the following guidance:

- Department of Industry and Trade: Regularly grasp the situation of the petroleum supply of key enterprises and distributors in Hanoi;

Review and synthesize problems arising in the supply of gasoline and oil; report and propose to the City People's Committee a reasonable and timely regulation plan;

Coordinate with the Market Management Department to review and synthesize reports on the opening, closing, and petroleum trading of retail stores in the area, reporting to the City People's Committee before 5:00 p.m. every day.

- Market Management Department: Inspect and supervise the business activities of petroleum retail stores in the area according to regulations; Require petroleum businesses in the area to strictly implement regulations in Decree 83/2014/ND-CP and Decree 95/2021/ND-CP;

Check compliance with regulations on price listing and selling at the correct listed price, registration time for selling gasoline, and in case of detecting violations, strictly handle according to regulations; Review and synthesize the situation of the opening, closing, and petroleum trading of retail stores in the city and send it to the Department of Industry and Trade for synthesis and reporting to the City People's Committee before 5:00 p.m. every day.

- People's Committees of districts, towns, and cities: Coordinate with the Market Management Force to regularly review and grasp the situation of business activities and the opening and closing of petroleum stations in the district, town, and district;

Direct the authorities to increase support for traffic separation and reduce traffic congestion in areas with crowded petrol stations;

Thoroughly resolve the sale of gasoline in bottles and jars on roads within the management area; do not allow illegal business to occur for profit, causing disorder and security, not ensuring quality, fire safety, etc.

- Department of Transport: presides over and coordinates with the Department of Industry and Trade and City Police to guide and carry out licensing procedures for vehicles carrying gasoline according to regulations and ensure a timely supply of petroleum to serve people's needs.

- City Investment and Development Fund: research and consider the Department of Industry and Trade's proposal to provide preferential low-interest loans to petroleum businesses in accordance with current regulations.

- Department of Information and Communications: providing and orienting information to media, television, and radio agencies: Provide timely, objective, and honest information related to petroleum, reflecting the overall situation of the global and domestic petroleum markets in the current difficult context;

Promote propaganda so that people can get information about petroleum supply activities in the city and share the difficulties of petroleum businesses; Limit the concentration of gasoline purchases during peak hours to reduce pressure on gasoline stations.

- Petroleum businesses in the City:

Require key businesses and distribution traders to commit to ensuring sufficient supply for the businesses' distribution system in Hanoi; at the same time, support and share sources of goods with other traders during difficult times of supply to ensure no supply chain disruption and stabilize the petroleum market to serve the people.
