To enhance the assurance of traffic order and safety during the Lunar New Year of the Year of the Dragon in Vietnam

Official Dispatch 351/UBND-DT dated January 31, 2024 strengthens measures to ensure traffic order and safety during the Lunar New Year of the Year of the Dragon and the Spring Festival 2024 issued by Hanoi City.

The People's Committee of the City assigns the City Public Security to resolutely direct the Public Security units and localities to:

Intensify propaganda and guidance for traffic participants to strictly comply with the laws and regulations on traffic order and safety.

Implement patrol plans, closely control, and strictly handle all violations of traffic order and safety, especially on the roads, especially on the highways; focus on handling violations that directly cause traffic accidents and congestion, such as violations of alcohol concentration regulations, exceeding the prescribed speed limit, exceeding the prescribed number of passengers, not driving in the correct lane, driving against traffic, unauthorized stopping, illegal parking, illegal U-turns, improper overtaking, failure to wear helmets when riding motorcycles, failure to yield to priority vehicles, entering emergency lanes,...

Prevent and thoroughly handle illegal racing, gatherings that disturb public order, violations when crossing level crossings, water vehicles carrying more than the safe water mark, unregistered vehicles, vehicles without technical safety assurance, vehicles without life-saving and rescue tools, and drivers without driving licenses, certificates, or professional qualifications.

In addition, the Department of Transport (Standing Committee of the City Traffic Safety Board) is assigned the following tasks:

Have measures to tighten control of commercial transport vehicles through trip monitoring devices, promptly handle violations according to the provisions of the law, especially violations of speed; immediately rectify the situation of delayed updating and handling of information related to vehicle violations from trip monitoring devices.

Direct the agencies, units, and transport business units to have plans to ensure the transportation capacity, quality, and safety of passenger and cargo transportation activities, especially passenger transportation services by road and waterways during the Lunar New Year holiday; minimize delays and cancellations; strictly handle according to the provisions of the law organizations and individuals that cause "illegal buses, makeshift stations," vehicles carrying more than the prescribed number of passengers, and price increases beyond regulations.

Inspect and direct contractors to ensure the safety conditions of transportation infrastructure structures; promptly overcome damaged and landslide sections caused by floods; review and supplement the traffic signal system, reflective warning devices at intersections, sections with steep slopes, narrow radius curves, and limited visibility.

Coordinate with relevant agencies and units to prevent traffic congestion at toll stations; access roads, and entrances to highways.

Urgently complete the upgrading, repairing, and maintenance of key traffic routes in urban areas and restore road surfaces to serve people's travel (completed 01 week before the Lunar New Year holiday); have plans to organize, regulate, and direct traffic flow; promptly relieve congestion; and prevent prolonged congestion in case of incidents, traffic accidents, especially before and immediately after the Lunar New Year holiday on major routes to and from the inner city, connecting routes to train stations, airports, ports, and festival areas.

Widely publicize the hotline telephone numbers on mass media to receive feedback from the public on the situation of traffic order and safety, coordinate to solve incidents, and promptly overcome traffic accidents.

Organize duty, assign authorized personnel to be on duty in 24/7 mode, report on the situation of traffic order and safety during the 07 days of the Lunar New Year of the Year of the Dragon, from February 8, 2024, to February 14, 2024 (from the 29th day of the 12th month of the Year of the Cat to the 5th day of the 1st month of the Year of the Dragon) to the National Traffic Safety Committee (including quick reports sent before 14:00 every day; a comprehensive report of the 07 days of the Lunar New Year of the Year of the Dragon sent before 14:30 on February 14, 2024); report on the results of implementation to the National Traffic Safety Committee, the Ministry of Transport, the Ministry of Public Security, and the People's Committee of the City as prescribed.
