According to Article 4 of Circular 21/2020/TT-BGDDT, the procedures for consideration for awarding the Emulation Flag of the Ministry of Education and Training of Vietnam are as follows:

The Emulation Flag of the Ministry of Education and Training is awarded annually at the end of the school year or working year to the most exemplary and outstanding collective selected as the leader among the emulation groups or clusters as follows:

- The emulation groups or clusters, as defined by the Ministry of Education and Training, will consider and select one most exemplary and outstanding collective leading each group or cluster to recommend to the Minister for the consideration and award of the Emulation Flag of the Ministry of Education and Training.

- The units specified at points a, b, and dd, clause 1, Article 2 of this Circular (excluding Vietnam Education Publishing House, regional universities) will consider and select one department, faculty, office, or equivalent unit within the organization that leading among departments, faculties, offices, or equivalent units to recommend to the Minister for the consideration and award of the Emulation Flag of the Ministry of Education and Training. For units with 20 or more departments, faculties, or equivalent units, the head of the unit will divide them into two emulation clusters, consider and select one leading collective in each cluster to recommend to the Minister for the consideration and award of the Emulation Flag of the Ministry of Education and Training.

- Vietnam Education Publishing House, regional universities, and national parent universities will actively divide member units into emulation clusters, consider and select one leading unit in each cluster to recommend to the Minister for the consideration and award of the Emulation Flag of the Ministry of Education and Training.
