Hanoi-Vietnam: Technological labor norm in the design of basemaps under Circular 08

On July 05, 2019, the Vietnam Ministry of Natural Resources and Environment issued Circular No. 08/2019/TT-BTNM regarding the Economic-technical norms for the design of thematic maps by using remote sensing images in Vietnam at scales of 1:5,000, 1:10,000, 1:500,000, 1:1,000,000.

The economic-technical norms issued together with Circular 08/2019/TT-BTNMT stipulate the technological labor norm in the design of basemaps in Vietnam as follows:

Task Content:

- Collecting documents: topographic maps or geospatial data of the same scale as the thematic map to be established.

- Georeferencing to the National Reference System and VN-2000 Coordinate System (if different coordinate system), merging data, and cutting data according to the mapping scope.

- Constructing base data layers by aggregating and filtering out topographic map data or geospatial data content.

- Supplementing updates and adjusting base elements according to remote sensing images.

- Editing base data layers.

Difficulty Classification:

- Type 1: Plain areas; comprehensive and consistent topographic map system that is relatively new and has little change, low level of update required.

- Type 2: Plains bordering midland areas; comprehensive and consistent topographic map system, medium level of change requiring updates.

- Type 3: Hilly and coastal swamp areas; inconsistent topographic and document maps with many changes, relatively high level of updates required.

- Type 4: Remote mountainous areas and islands; multiple types of inconsistent topographic and document maps with many changes, high level of updates required.
