Hanoi City Confederation of Labor issued Plan 69/KH-LDLD on December 14, 2022 on support for union members and employees facing difficulties due to lack of work, job loss, or salary debt during the Lunar New Year of the Rabbit in 2023.
Specifically, Plan 69/KH-LDLD is set out to promote the roles and responsibilities of the trade union to support and share the difficulties of employees and employees in businesses affected by production and business due to the impact of the COVID-19 epidemic and the world's political and economic situation.
Union members and employees should trust and stick with the trade union organization in order to create peace of mind; accompany and assist enterprises in overcoming difficult periods, thereby contributing to the stabilization of labor relations; and ensure security, social order, and safety in the city.The support must be done expeditiously, practically, promptly, openly, transparently, and to the right audience, in the spirit of flexibility, simplifying procedures, and creating the most favorable conditions for union members and workers to soon receive support from the trade union.

Details of Plan 69/KH-LDLD are as follows:
- Union members and employees working in production and business enterprises with trade unions under the management of the Labor Confederation or enterprises without trade unions that have made deductions and payments of trade union fees
The City Labor Confederation will support union members and employees who have an employment relationship to sign a labor contract before October 1, 2022, if one of the following conditions is met:
(1) Union members and employees are suspended from their labor contracts, taking unpaid leave after October 1, 2022, due to business difficulties.
(2) Union members and employees owe their salaries for at least three months due to difficulties in the enterprise or the owner's escape.
(3) For union members and employees in enterprises facing difficulties, employers and grassroots trade unions cannot arrange annual bonuses and TEP bonuses for employees.
(4) Union members and employees whose standard working time has been reduced and whose average income in October and November 2022 is below the regional minimum wage (Region I: 4,680,000 VND; Region II: 4,160,000 VND).
Note: Union members and employees have been supported (in money) by the City Labor Union according to Plan 60/KH-LDLD dated October 27, 2022, of the City Confederation of Labor, you are not eligible for support under this Plan.
- Support type: lump-sum direct cash or transfer support (via the direct superiors' trade union).
- Support level:
+ Support for subjects under points (1), (2): 1,000,000 VND/case;
+ Support for subjects under points (3), (4): 500,000 VND/case;
- The grassroots trade union shall make a list of qualified trade union members and employees and send requests to the immediate superior trade union of the grassroots before December 31, 2022 (according to Form 02).

- The immediate superior trade union at the grassroots level shall review, appraise, and compile a list of eligible subjects and send it to the City Labor Confederation before January 5, 2023 (according to Form 01).

- The City Labor Union considers issuing a decision to support before January 10, 2023.
Support activities for union members and employees must be completed before January 16, 2023 (December 25, Year of the Dragon).
