The Ministry of Information and Communications signed for the promulgation of Circular 46/2017/TT-BTTTT stipulating the professional title standards for public employees being sound engineers, broadcasters, film editing technicians, and cinematographers in the Information and Communications sector in Vietnam. This legislative document replaces Decision 78/2004/QD-BNV.
Circular 46 stipulates that public employees who wish to be Grade I Cinematographers in Vietnam must meet the following requirements:
Qualifications:
- Possess a university degree or higher in cinematography;
- Have basic informatics skills according to Circular 03/2014/TT-BTTTT;
- Have level 4 (B2) language proficiency according to Circular 01/2014/TT-BGDDT;
- Possess a certificate of retraining for professional title standards for Grade I Cinematographer.
Professional capabilities:
- Be well-versed in the guidelines, policies, and laws of the Communist Party of Vietnam and the State regarding culture and arts; important political and social events; achievements in domestic and international culture and arts;
- Be proficient in professional specialized tasks; various forms of literature and art; the characteristics and features of combined arts, and related technical sciences;
- Have a thorough understanding of the laws regarding labor protection, safety techniques in practice and performance, and other relevant legal regulations;
- Have led or participated in at least 04 works recognized by professional arts and science councils or awarded, or participated in at least 02 theoretical works, or research in specialized professional sciences;
- Public employees upgrading from the professional title of Grade II Cinematographer to the professional title of Grade I Cinematographer must meet all the above regulations and have held the professional title of Grade II Cinematographer or an equivalent title for a minimum total of 06 years, including at least 02 years of holding the professional title of Grade II Cinematographer.
