Hanoi-Vietnam: Skill requirements for graduates of college-level midwifery program

The Vietnam Ministry of Labor, War Invalids, and Social Affairs issued Circular 54/2018/TT-BLDTBXH stipulating the minimum knowledge volume and competency requirements for graduates from intermediate and college levels in health and social service sectors on December 28, 2018.

As per the regulations on the minimum knowledge  volume and competency requirements for graduates from intermediate and college-level midwifery programs, issued together with Circular 54/2018/TT-BLDDTBXH, the minimum skills required for graduates of college-level midwifery programs are as follows:

- Effectively communicate and collaborate with doctors, colleagues, and clients in learning and patient care; provide counseling, communication, and health education on reproductive health care effectively at medical facilities and within the community.

- Provide high-quality care for mothers before pregnancy, with health education appropriate to community culture; support family planning or pregnancy termination per legal regulations and national guidelines on reproductive health care services;

- Provide high-quality care for mothers during pregnancy to ensure the best health for them; prevent and detect early obstetric complications to handle or refer promptly;

- Provide high-quality care for mothers during labor; deliver clean and safe childbirth; handle emergencies to ensure the best health for both mother and newborn;

- Provide comprehensive and high-quality postnatal care for mothers and newborns according to the level of care;

- Examine and assess the health status of mothers, newborns, patients, and service users; identify key issues needing care for each subject;

- Develop plans and implement care processes for mothers, newborns, patients, and service users;

- Perform first aid and emergency care for obstetrics, and initial resuscitation for newborns; detect complications in obstetrics and gynecology to coordinate with doctors to handle at the primary health care level or refer to higher levels promptly and safely;

- Manage hospital rooms, manage mothers, newborns, patients, and service users; manage medications, equipment, consumables, and medical records;

- Utilize basic information technology according to regulations; exploit, process, and apply information technology in professional work of the field;

- Utilize basic foreign language skills, achieving level 2/6 in Vietnam's language proficiency framework; apply foreign languages in the professional work of the field.
