Hanoi- Vietnam: Responsibilities of State agencies in funding the costs for daily living aids and orthopedic devices (Illustrative Image)
Specifically, Circular 113/2007/TT-BQP stipulates the responsibilities of state agencies and units in funding the costs for daily living aids and orthopedic devices for people with meritorious services to the revolution currently serving in the military as follows:
Units affiliated to the Ministry
- Direct the Policy Department (Office) to verify the records of the managed subjects, check and compare declarations, hospital certificates, or Medical Assessment Council of the competent authority, and old monitoring logs (if previously issued to the subject);
- Prepare a list of people with meritorious services to the revolution eligible for daily living aids and orthopedic devices subsidies (Form 04-CSSK) and a list of people with meritorious services to the revolution eligible for rehabilitation (Form 04b-CSSK) along with relevant certificates from competent authorities, to be sent to the Policy Department by June 30 annually;
- Issue monitoring logs to subjects;
- Prepare a management and monitoring list for those issued with aid logs for daily living aids and orthopedic devices (Form 05-CSSK);
- Confirm subjects when they move outside the military, and record daily living aids and orthopedic devices in the log to transfer to the new unit or outside the military.
Policy Department - General Political Department
- Verify the management records for approval;
- Sign decisions to fund the costs for daily living aids and orthopedic devices (Form 06a-CSSK); issue monitoring logs (Form 07-CSSK) to return to the units for subjects to contact for purchase;
- Consolidate the list of people with meritorious services to the revolution eligible for daily living aids and orthopedic devices (Form 06b-CSSK), and those eligible for rehabilitation (Form 04b-CSSK);
- Consolidate unit requests for the list of daily living aids and orthopedic devices (Form 08-CSSK);
- Lead and coordinate with the Finance Department - Ministry of Defense and the Military Medical Department - General Logistics Department to draft and allocate the budget for implementing the regime for people with meritorious services to the revolution.
Finance Department - Ministry of Defense
- Coordinate with the Policy Department to prepare annual budget estimates guaranteed by the central government from funds implementing the Ordinance on Preferential Policies for people with meritorious services to the revolution and promptly allocate funds to units for implementation;
- Direct the Finance Department (Office) of units to fund the costs for daily living aids and orthopedic devices, finalize accommodation and travel expenses when producing orthopedic devices and rehabilitation equipment; and inspect the settlement of these financial supports according to current regulations.
