Hanoi-Vietnam: Provision of daily living aids and orthopedic devices for people with amputated legs or arms

On July 24, 2007, the Vietnam Ministry of Defense issued Circular 113/2007/TT-BQP guiding on funding the costs for daily living aids, orthopedic devices, and rehabilitation equipment for people with meritorious services to the revolution currently serving in the military.

According to Circular No. 113/2007/TT-BQP, people with meritorious services to the revolution as regulated will be granted financial support to purchase daily living aids and orthopedic devices as prescribed by military hospitals or the authorized Medical Assessment Council for people with amputated legs or arms as follows:

  • People with amputated legs are granted funds to purchase an orthopedic leg to use for three years (if in mountainous or highland areas, for two years); additionally, they receive 170,000 VND per year for auxiliary materials.
  • People with amputated arms are granted funds to purchase an orthopedic arm to use for three years; they also receive 60,000 VND per year for auxiliary materials.
  • People who have lost an entire foot or half a foot and cannot fit an orthopedic leg, or have a shortened leg or misaligned foot, are granted funds to purchase one pair of orthopedic shoes or sandals to use for one year.

Moreover, funds for daily living aids and orthopedic devices are granted to paralyzed people as follows:

  • People who are paralyzed on one side, paralyzed in both lower limbs, completely paralyzed, or have lost both legs and cannot move on their own are granted funds to purchase a wheelchair or an alternative mobility device to use for four years; additionally, they receive 300,000 VND per year for maintaining the device.
  • Particularly, wounded soldiers who are paralyzed on one side or completely paralyzed receive an additional 1,000,000 VND per year to purchase household items.
  • People who have paralyzed legs but can still move on their own are granted funds to purchase an atten brace to use for two years; they also receive funds to purchase one pair of orthopedic shoes or sandals each year along with an additional 60,000 VND per year for auxiliary materials.
