Hanoi-Vietnam: Promulgation of contents to be prepared for people's air defense during peacetime

The contents to be prepared for people's air defense during peacetime in Vietnam are specified in Clause 1, Article 16 of Decree 74/2015/ND-CP as follows:

a) Establish people's air defense steering committees at all levels;

b) Develop people's air defense plans according to the guidelines of the Ministry of Defense, promptly adjust and supplement when situations change;

c) Organize the dissemination and education of people's air defense knowledge linked with national defense and security education; provide specialized training for people's air defense forces, organize people's air defense drills and exercises;

d) Organize and construct key defensive structures, projects, plans, and proposals to meet the requirements and tasks of people's air defense operations;

dd) Organize and implement reconnaissance, notification, and air defense warning systems in key areas;

e) Organize forces ready to counter enemy air intrusions and attacks and specialized people's air defense forces to actively prevent, avoid, evacuate and mitigate aftermaths.

Additionally, Decree 74 also stipulates the contents to be prepared for people's air defense during wartime in Vietnam:

- Implement the people's air defense plan that has been approved by the competent authority, promptly supplement and adjust it to suit the situation;

- Mobilize and manage the activities of people's air defense forces and air defense support forces according to the task requirements;

- Organize and conduct camouflage, deception, evacuation, and dispersion to avoid enemy air attacks;

- Set up teams to handle aftermaths, and provide emergency medical aid, firefighting, rescue operations, and fighting units.

Full regulations may be found in Decree 74/2015/ND-CP effective from November 1, 2015.
