The Vietnam Ministry of Education and Training issued Circular 25/2018/TT-BGDDT on October 08, 2018, detailing the professional qualities required for principals of preschool schools.
Circular 25 stipulates that principals of preschool schools in Vietnam must possess exemplary professional ethics and innovative thinking in school administration, have a scientific working style, and have the capability for professional and skill development. To be specific:
Regarding professional ethics and working style:
- Qualified: Effectively implement regulations on teacher ethics, have a demeanor and working method suitable for the job; direct the organization to strictly implement regulations on teacher ethics in the school;
- Rather good: Regularly self-train professional ethics, maintain the qualities, reputation, and honor of educators; have a sense of creating a scientific working style; promptly identify and correct any ethical violations of teachers and staff; proactively and creatively develop rules and regulations in the school;
- Good: Be a model of exemplary professional ethics within the school; have a positive influence and support managerial staff of preschool education institutions in implementing regulations on teacher ethics and a scientific working style in the school.
Regarding innovative thinking in school administration:
- Qualified: Have innovative thinking in school administration;
- Rather good: Spread innovative thinking to all members of the school;
- Good: Have a positive influence on the managerial staff of preschool education institutions regarding innovative thinking in school administration.
Regarding self-professional and skill development:
- Qualified: Meet the required training standards and complete professional and skill training courses as required; have a regular plan for study and professional development; promptly update the sector's new requirements on professional skills;
- Rather good: Proactively self-study, update knowledge, and enhance professional capacity to meet the requirements of innovation and improve the quality of nurturing, health care, and comprehensive child development education;
- Good: Support managerial staff of preschool education institutions in professional and skill development to meet and improve the quality of nurturing, health care, and comprehensive child development education.
