On April 29, 2020, the Minister of Natural Resources and Environment issued Circular 01/2020/TT-BTNMT stipulating technical regulations for the evaluation of the quality of oceanographic documents, air, and water environment documents in Vietnam.
According to Circular 01/2020/TT-BTNMT, the procedures for and contents of evaluation of the quality of oceanographic documents, air, and water environment documents in Vietnam are as follows:

Step 1: Document Receipt
- Receive documents from the submitting units;
- Check the volume and classify the documents;
- Confirm the document receipt results.
Step 2: Evaluation of the quality of documents
- Evaluation of the quality of documents is conducted monthly for each observation factor;
- The monthly score for the document is the average of the evaluation results of each observation factor;
- The document's yearly score is the average monthly evaluation results throughout the year.
- The evaluation content, standard scores, and minus points are specified in Annex I and Annex II issued with this Circular.
Determination of minus points
- The total minus points must not exceed the standard score;
- Minus points are counted only once when evaluateing the quality of a document with an observable factor error due to a chain reaction from other errors that do not significantly affect the overall quality of the document;
- When the minus points exceed two-thirds of the standard score for any evaluation content (item 2 and item 3 in Table 1, Table 3, and Table 5, Annex I; item 1 and item 2 in Table 2, Table 4, and Table 6, Annex I issued with this Circular), the document quality is not evaluated, and it is classified as inferior.
Step 3: Classification of the quality of documents
- The document quality is the "achieved score" value and is classified according to the table below:

- The agency or unit authorized to evaluate the quality of marine, air, and water environment documents must provide a review and evaluation as specified in Annex III issued with this Circular.
Step 4: Submission of evaluated and classified Documents
- Review and list the documents to be submitted;- Submit the documents to the receiving unit as per the regulations;- Confirm the document submission results.
