Hanoi-Vietnam: Principles of salary grading for full-time trade union officials

The Vietnam General Confederation of Labor issues Guideline 848/HD-TLD regulating the principles for salary grading for full-time trade union officials working in trade union agencies such as the Vietnam Rubber Trade Union, Vietnam Oil and Gas Trade Union, Vietnam Textile and Garment Trade Union, Vietnam Electricity Trade Union, Vietnam Coal and Mineral Trade Union, etc.

No. Entity Position
1 Full-time union officials in state-owned corporations and companies
  • Full-time President of trade union grades a salary for the position equivalent to the salary scale for a Deputy General Director (Deputy Director) of the company;
  • Full-time Deputy President of trade union conducts salary grading based on position or professional plus a position allowance equivalent to the title of department (division) head of the company;
  • For other positions (head, deputy head, and equivalent), the trade union of the corporation shall agree with the Chairman of the Members' Council to change and grade the position and title salary in line with the unit's practical situation.
  • Full-time union officials grade a salary as officers of the same level and with the same service period in the company.
2 Full-time union officials in state-majority-owned joint-stock corporations and companies (including unions in enterprises that have not yet been equitized under central industry unions and their equivalents)
  • Full-time President of trade union grades a salary for the position equivalent to the salary scale for a Deputy General Director (Deputy Director) of the company;
  • Full-time Deputy President of trade union conducts salary grading based on position or professional plus a position allowance equivalent to the title of the department (division) head issued by the company;
  • Full-time union officials grade a salary as officers of the same level and with the same service period in the company.
