The Minister of Transport promulgated Circular 11/2024/TT-BGTVT on April 26, 2024 on prices of preparation of vehicle dossiers for motor vehicles exempted from initial inspection and re-printing of inspection certificates and inspection stamps.

What is the preparation of vehicle dossiers for motor vehicles exempted from initial inspection?

The preparation of vehicle dossiers for motor vehicles exempted from initial inspection is an activity whereby the inspection authority checks and evaluates the vehicle’s dossiers to prepare a vehicle dossier, issue an inspection certificate, and inspection stamps for motor vehicles exempted from the initial inspection as stipulated in Circular 16/2021/TT-BGTVT on technical safety and environmental protection inspection of road motor vehicles (amended and supplemented by Circular 02/2023/TT-BGTVT and Circular 08/2023/TT-BGTVT).

Motor vehicles exempted from the initial inspection include motor vehicles (such as cars; trailers, and semi-trailers towed by cars) exempted from the initial inspection under Circular 16/2021/TT-BGTVT on technical safety and environmental protection inspection of road motor vehicles (amended and supplemented by Circular 02/2023/TT-BGTVT and Circular 08/2023/TT-BGTVT).

Specifically, the price of preparing a vehicle dossier for motor vehicles exempted from the initial inspection is 46,000 VND/vehicle; the price of reprinting the inspection certificate and inspection stamp for motor vehicles is 23,000 VND/each/vehicle.

The above service prices include the cost of organizing the collection of the Technical Safety and Environmental Protection Inspection Certificate issuance price of motor vehicles but exclude the value-added tax as per legal regulations.

Necessary documents for preparing vehicle dossiers and inspecting motor vehicles

(1) preparing a vehicle dossier

The vehicle owner must declare information and provide the following documents to prepare a vehicle dossier (except for the initial inspection for issuing an inspection certificate and inspection stamp with a validity of 15 days):

(i) Documents on vehicle registration (master register of the vehicle registration certificate issued by a competent state authority or master register of the notice of receipt of the vehicle registration certificate (enclosed with copies of the vehicle registration certificate) used as collateral of a credit institution or copies of the vehicle registration certificate verified by a financial leasing company (enclosed with copies of the vehicle registration certificate)) or the appointment letter for issuance of the vehicle registration certificate;

(ii) Copies of records of factory release quality inspection for motor vehicles manufactured and assembled domestically (except liquidated motor vehicles);

(iii) Master registers of certificates of technical safety and environmental protection for innovated motor vehicles in case of newly innovated vehicles;

(iv) Pencil tracings of vehicle identification numbers in case of vehicles exempted from inspection as stipulated in Clause 3 Article 5 of Circular 16/2021/TT-BGTVT, amended by Circular 02/2023/TT-BGTVT;

(v) Corresponding information as prescribed in Appendix I issued together with Circular 16/2021/TT-BGTVT.

(2) Inspection

When bringing the motor vehicle to the inspection authority for inspection, the vehicle owner must present, submit the following documents, and provide the following information:

- The documents mentioned in (i) and (iii) in (1);

- Information on the login name, password for accessing the electronic portal managing the tracking device, and camera for motor vehicles required to install tracking devices and cameras;

- Transport business activities in the dossier monitoring form according to the sample in Appendix I issued together with Circular 16/2021/TT-BGTVT.
