Hanoi-Vietnam: Minimum knowledge volume for college-level data processing

Recently, the Vietnam Ministry of Labor, Invalids, and Social Affairs issued Circular 44/2018/TT-BLDTBXH, which stipulates the minimum knowledge volume and competency requirements for graduates from the intermediate and college programs in the field of computers and information technology.

Circular 44/2018/TT-BLDTBXH specifies the minimum knowledge volume for college-level data processing in Vietnam as follows:

- Distinguish the basic components of a computer system;

- Explain the operation and configuration of basic network devices;

- Describe the processes of information and data processing in agencies and enterprises;

- Describe the structure, operating principles of computers, computer networks, and other necessary peripherals in the process of data processing;

- Identify the structure of various basic data types, how to collect, design, and store these data types;

- Differentiate between simple and advanced data analysis and statistics software (SPSS, EXCEL, STATA, SAS...);

- Analyze and evaluate data statistical results;

- Differentiate between some common data processing programming software;

- Analyze common errors in data processing and how to fix them;

- Evaluate the quality of text, audio, and video products after processing;

- Differentiate between small to medium database management systems;

- Evaluate the quality of database software;

- Assess data security risks and propose effective data backup strategies;

- Present labor safety and hygiene regulations;

- Present basic knowledge of environmental protection, efficient use of energy and resources;

- Present basic knowledge of politics, culture, society, law, national defense and security, physical education as required.

Note: The minimum knowledge volume is 2,500 hours (equivalent to 90 credits).

In addition, this circular also outlines the skills required for graduates of college-level data processing, including:

- Use basic information technology as regulated;

- Search information on the internet serving professional and enterprise management;

- Use basic data analysis, statistics software like SPSS, EXCEL, and advanced ones (STATA, SAS...);

- Apply statistical data analysis results to reports;

- Install, use, and handle text, audio, and video data;

- Operate safely and correctly the technical processes of devices used in a data processing system;

- Develop database software;- Install, test, and complete database software;

- Develop training plans and support users of database software;

- Troubleshoot database software errors;

- Install, use, and administer small to medium database management systems;

- Manage and operate a database system safely;

- Operate data security processes, system backups, and recoveries;

- Apply environmental protection measures, efficient use of energy and resources;

- Use basic foreign language, achieving level 2/6 in Vietnam’s Foreign Language Proficiency Framework; apply foreign language in some professional tasks of the industry.
