Hanoi-Vietnam: Method of classification of training quality assessment results for officials and public employees

The Vietnam Ministry of Home Affairs issued Circular 10/2017/TT-BNV on the assessment of training quality for officials and public employees. This is the first Circular that provides detailed regulations on this matter.

According to the new regulations, the survey results for each aspect of training quality assessment in Vietnam are expressed by scores, including an overall assessment index. Depending on the level of the overall assessment index achieved, the assessment results are classified into the following corresponding levels:

Overall Assessment Index Assessment Level
0 ≤ index < 2.0 Poor
2.0 ≤ index < 4.0 Weak
4.0 ≤ index < 6.0 Average
6.0 ≤ index < 8.0 Good
8.0 ≤ index ≤ 10.0 Excellent

Based on the above assessment levels, agencies and organizations assessing the training quality shall propose solutions to improve training quality; remedy the existing shortcomings and weaknesses regarding the quality of the training programs, lecturers, facilities, and training courses, and enhance the learning efficiency of trainees.

The quality assessment template may be found in Circular 10/2017/TT-BNV effective from March 1, 2018.
