Recently, the Vietnam Ministry of Science and Technology issued Circular 33/2014/TT-BKHCN on the management of ministerial-level scientific and technological tasks of the Ministry of Science and Technology, including the regulations on the meeting of the Advisory Council for the selection and direct assignment of scientific and technological tasks

The meeting of the Advisory Council for the selection and direct assignment of scientific and technological tasks in Vietnam is stipulated as follows:
- The administrative secretary reads the decision on the establishment of the Council and the minutes of opening the dossier (in case of selection) and introduces the Council members and delegates attending the meeting.
- The Chairperson of the Council presides over the meeting; the Council elects the scientific secretary.
- The host of the scientific and technological task presents a summary of the research outline, proposes the method of budget allocation to the final product or partial budget allocation, and answers the Council's questions (if any). After presenting, the host of the scientific and technological task does not continue to attend the Council meeting.
- Representatives of agencies expected to use the research results (if any) shall give their opinions on the necessity and requirements for the research outcomes.
- The reviewers, council members, and the Chairperson of the Council comment on, evaluate each dossier and compare the dossiers registering for the selection of the same scientific and technological task.
- The Chairperson of the Council leads the discussion; the Council discusses and debates the comments among the members (if any) before independently scoring on the assessment form made in Form PL3-PDG under each scientific and technological task) and votes.
- The Council designates a Vote Counting Committee consisting of two members (the head of the Vote Counting Committee is the scientific secretary, and one member is the administrative secretary) to assist the Council in compiling results per sample (PL3-BBKP; PL3-THKP); for selection dossiers, the results are compiled based on the average total score from high to low.
- The Council publicly announces the scoring results, and assessments, and approves the Council meeting minutes made in Form PL3-BBHD. Recommendations for the list of organizations and individuals selected or directly assigned to lead the scientific and technological task.
- The Council discusses and unanimously votes to recommend the results of the meeting with the basic information:
