- Coaches and athletes of teams competing at the highest national level;

- Recognized elite athletes in other sports and the coaches directly training these elite athletes.

- Coaches and athletes of A1 national teams and adjacent teams for top-tier national teams;

- Substitute elite athletes and level 1 national athletes, recognized and coached directly by their respective coaches;

- Athletes who have won medals in junior tournaments (aged 16 and above) but have not yet achieved substitute elite or level 1 national status.

- Coaches and athletes adjacent to A1 national teams;

- Coaches and athletes of sports talent teams established by decision of the General Staff.

Level 4

- Amateur talent athletes from centers, groups, and sports teams authorized by the General Staff to open training classes;

- Athletes concentrating on training to be selected into talent teams according to the decision of the General Staff, with a benefit period of no more than 60 days;

- Amateur athletes (if achieving a recognized level, they will receive benefits according to the recognized level), compensated on a daily training basis;

- Teachers directly teaching physical education and sports in academies and schools within the Army; teachers directly teaching physical education and sports at the Mieu Mon Training Center under the Military Training Department of the General Staff.
