Hanoi-Vietnam: Jobs for graduates from College and intermediate programs in Web Design disciplines and majors under Circular 44

Recently, the Vietnam Ministry of Labor, Invalids, and Social Affairs issued Circular 44/2018/TT-BLDTBXH, which stipulates the minimum knowledge volume and competency requirements for graduates from the intermediate and college programs in the field of computers and information technology.

Circular 44/2018/TT-BLDDTBXH provides general regulations on College and intermediate programs in Web Design in Vietnam as follows:

- College-level web design is the industry and profession of constructing and developing web applications (websites) that operate on the internet and intranet platforms, meeting level 5 requirements in the Vietnamese National Qualifications Framework.

- Intermediate-level web design is the industry and profession of constructing and developing web applications (websites) that operate on the internet and intranet platforms, meeting level 4 requirements in the Vietnamese National Qualifications Framework.

- The industry and profession of Web design involves tasks such as Web graphic design, Web interface design, Web interface programming, Web application development, Web application testing, and Website administration:

  • Web graphic design involves sketching, designing web pages, searching for and processing images using graphic tools;
  • Web interface design involves converting web graphic interfaces into web interfaces using web languages such as Hypertext Markup Language (HTML), Cascading Style Sheets (CSS), libraries, and framework tools to support web interface design;
  • Web interface programming involves programming with scripting code running on the browser to animate elements on the web page, control user behavior, interact with web services (also known as Web API), and present data to users;
  • Web application development involves receiving web interfaces from the web interface programming department to transfer into a complete website system that interacts with databases using any web programming technology (such as Java, .NET, PHP...) or may use open-source content management systems (WordPress, Joomla...). Additionally, server-side programming also creates Web APIs to serve diverse types of applications such as applications on mobile devices (mobile apps), IoT devices (Internet of Things)...;
  • Web application testing involves finding errors in web applications before releasing the product. Web application testing requires the tester to have comprehensive knowledge of form, aesthetics, links, and resources related to the server environment, browser, and access devices. This job requires building test plans, creating test cases, building test data sets, executing tests, and writing reports for programmers and designers to correct;
  • Website administration involves ensuring that the web application system operates well. It includes installing suitable operating environments and databases; planning system development; managing databases; deploying applications online; maintaining and upgrading applications; backing up and restoring data; and ensuring system security (Preventing viruses, Unauthorized access, Data encryption).

Note:

- The minimum knowledge volume for the college programs is 2,500 hours (equivalent to 90 credits);

- The minimum knowledge volume for intermediate programs is 1,700 hours (equivalent to 60 credits).
