According to Article 4 of the Regulations on awarding the title "For the Merit to the Capital" issued along with Decision 35/2024/QD-UBND dated May 28, 2024 (hereafter referred to as the Regulations), individuals considered for the title "For the Merit to the Capital" must meet the following criteria:
Have exceptionally outstanding achievements in the cause of building and developing the Capital, and be exemplary leaders in one of the fields: Party and political system building, economy, culture and society, national defense and security, social work, humanitarian charity, serving as a model for others to follow.
Be dedicated, honest, and exemplify the spirit of: Diligence - Thrift - Integrity - Rectitude - Unselfishness.
Exemplarily adhere to the Party's guidelines and the State's policies and laws.
The procedures for awarding the title 'For the Merit to the Capital' are outlined in Article 5 of the Regulations as follows:
Departments, sectors; the Fatherland Front and socio-political organizations of the city; People's Committees of districts, towns; agencies, units under the city; agencies, units based in the city nominate individuals for the City People's Committee for consideration and award.
The Department of Home Affairs (City Emulation and Commendation Council):
Review, appraise records, conditions, standards as per regulations; seek opinions from relevant units (if deemed necessary), summarize, and present to the City Emulation and Commendation Council for consideration;
Summarize, advise, and report to the Party Committee of the City People's Committee for review and submission to the Standing Committee of the City Party Committee for approval of individuals to be awarded;
Publicize the list of individuals proposed for the award in newspapers, media, and propaganda outlets, and city press agencies to gather public opinions (within 07 working days);
Compile and submit to the Chairman of the City People's Committee for decision.
Benefits for individuals awarded the title 'For the Merit to the Capital'
According to Article 7 of the Regulations, individuals awarded the title "For the Merit to the Capital" will receive a Certificate, Badge, and monetary reward in accordance with the City's People's Council regulations, inscribe their names in the City's traditional Golden Book, and enjoy other benefits as per current regulations. Additionally, the city will organize commendation ceremonies for individuals awarded the title "For the Merit to the Capital" on the occasion of the Capital Liberation Day (October 10) annually.
Principles for awarding the title 'For the Merit to the Capital'
According to Article 3 of the Regulations, the awarding of the title 'For the Merit to the Capital' must ensure the following principles:
Ensure publicity, fairness, accuracy, and timeliness.
Agencies, units, localities directly managing individuals will conduct the nomination and report to the City People's Committee for consideration and award.
The City People's Committee awards the title "For the Merit to the Capital" to no more than 10 individuals within one year.
Each individual can be awarded the title "For the Merit to the Capital" only once; posthumous awards are not given.
Individuals nominated for the title "For the Merit to the Capital" must receive 90% or more approval votes from the City Emulation and Commendation Council members (if members are absent, written opinions are taken and recorded in the evaluation meeting minutes).
Heads of departments, sectors; the Fatherland Front and socio-political organizations of the city; People's Committees of districts, towns; agencies, units under the City and relevant organizations; individuals nominated for the award are responsible for the contents of the nomination dossier, including: records, procedures, achievements accuracy, and related content presented to the Chairman of the City People's Committee.
The Department of Home Affairs (City Emulation and Commendation Council) is responsible for appraising the commendation records, including the record, conditions, and standards per regulations and presenting them to the appropriate commendation levels.
