This Circular stipulates that basic-level trainees are recognized for graduation when they meet the following conditions:

- Have a final course grade calculated according to the above formula of 5.0 or above on a 10-point scale;

- Not under disciplinary action of suspension or being prosecuted for criminal liability at the time of graduation recognition.

In case a trainee is under disciplinary action of temporary suspension, after the suspension period or being prosecuted for criminal liability, has a conclusion from the competent authority but is not subject to expulsion, the head of the basic-level training institution shall organize the consideration for graduation recognition.

Within 05 (five) working days from the date of the proposal for graduation recognition by the Graduation Recognition Council, the head of the basic-level training institution shall consider issuing the decision on graduation recognition and publicly announce it to the trainees and within the institution.
