Specifically, Circular 125/2007/TT-BTC stipulates: "The expenditure for remuneration of officials counseling HIV/AIDS counseling, prevention measures for HIV transmission, and other related issues to individuals at the facility: 20,000 VND/person/counseling session, but not exceeding 300,000 VND/person/month."

Additionally, the Circular also sets out the expenditure level for transporting severely ill HIV patients who need to be transferred beyond the facility’s expertise to a state medical hospital or military hospital (for prisoners, detainees in prisons, or detention centers under the Vietnam Ministry of Defense):

  • In case the patient is transported using the facility's vehicle, the payment shall not exceed 0.2 liters of gasoline per km (for both travel to and from), according to the current price at the time of vehicle use, regardless of the number of patients on the transport.
  • In case the facility does not have transportation means and has to hire transport, payment will be based on the actual transport fare or contract.

Details can be found in Circular 125/2007/TT-BTC, effective from November 24, 2007.
