Recently, the Vietnam Ministry of Finance issued Circular 125/2007/TT-BTC guiding the management and use of funds for management, care, counseling, and treatment for HIV-infected people and the prevention of HIV transmission at education and training institutions, reform schools, health facilities, social protection centers, prisons, and detention centers.

Specifically, Circular 125/2007/TT-BTC stipulates: "The expenditure for remuneration of officials counseling HIV/AIDS counseling, prevention measures for HIV transmission, and other related issues to individuals at the facility: 20,000 VND/person/counseling session, but not exceeding 300,000 VND/person/month."
Additionally, the Circular also sets out the expenditure level for transporting severely ill HIV patients who need to be transferred beyond the facility’s expertise to a state medical hospital or military hospital (for prisoners, detainees in prisons, or detention centers under the Vietnam Ministry of Defense):
