Recently, the State Bank of Vietnam has signed for promulgating Circular 17/2014/TT-NHNN stipulating the classification, packaging, and delivery of precious metals or jewels in Vietnam.
To determine the quantity, weight, and size of precious metals and jewels, based on Circular 17/2014/TT-NHNN, the specific regulations are updated as follows:
Determining Quantity:
- Countable Type: Count by units of bars, leaves, pieces, nuggets, chunks, and fragments.- Uncountable Type (granules, beads, powder): Determine by items and bundles.
Determining Weight and Size:
- Types of Precious Metals: Determine weight by legal measurement units such as kilograms (kg), grams (g), milligrams (mg), or tael, mace, phan.

- Types of jewels: Determine weight by carat (ct), 01ct = 0.2 g = 200 mg; determine diameter and size of pearls by millimeters (mm).
- Types of Jewelry or Fine Art Items attached with jewels that enhance the value of the item compared to the value after detaching the item from the gemstone; during the inspection, the shape must be kept intact, and the combined weight of the item must be measured, then the weight of each component must be determined.
