On May 15, 2024, the Vietnam Minister of Public Security issued Circular 17/2024/TT-BCA guiding the Law on Identification 2023.
Specifically, Article 4 of Circular 17/2024/TT-BCA stipulates the residence information shown on new ID cards from July 1, 2024 as follows:
Residence information shown on the ID card is the permanent residence of the cardholder.
If the applicant for a new, replacement, or reissued ID card has no permanent residence but a temporary residence, the residence information shown on the ID card is the temporary residence of the cardholder.
If the applicant for a new, replaced, or reissued ID card has neither a permanent nor temporary residence due to insufficient conditions to register, the residence information shown on the ID card is the current address of the cardholder.
If the applicant for a new, replacement or reissued ID card lacks residence information in the National Population Database, the identity management agency is responsible for guiding the citizen in registering for permanent or temporary residence or declaring residence information.
For Vietnamese citizens residing abroad without a residence in Vietnam, the residence information on the ID card is the address of residence abroad (clearly phonetically transcribed in Vietnamese).
The ID card contains printed information on the card and encoded information stored in a storage component.

The national emblem of the Socialist Republic of Vietnam;
The phrase "CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM, Độc lập - Tự do - Hạnh phúc";
The phrase "CĂN CƯỚC";
Face photograph;
Personal identification number;
Full name;
Date of birth;
Gender;
Place of birth registration;
Nationality;
Residence;
Date of issue; expiration date;
Issuing authority: Ministry of Public Security.
Encoded information stored in the memory component of the ID card includes details about the face photograph, fingerprints, iris scan, and the information specified from Article 9(1) to Article 9(18), Article 15(2), and Article 22(2) of the Law on Identification 2023, including:
Full name.
Alias.
Personal identification number.
Date of birth.
Gender.
Place of birth.
Place of birth registration.
Homeland.
Ethnicity.
Religion.
Nationality.
Blood group.
Old 9-digit ID card number.
Date of issue, issuing authority, and expiration date of previously issued identity cards, 12-digit ID cards, and old ID cards.
Full name, personal identification number, old 9-digit ID card number, nationality of father, mother, spouse, children, legal guardian, or represented person.
Permanent residence.
Temporary residence.
Current address.
Personal identifiers.
Information integrated into the ID card including health insurance card, social insurance book, driver's license, birth certificate, marriage certificate, or other documents decided by the Prime Minister, except for those issued by the Ministry of Defense.
