Hanoi-Vietnam: Guidelines for asset management from foreign aid in the education sector

On February 11, 2011, the Vietnam Ministry of Education and Training issued Circular 06/2011/TT-BGDDT on the management and use of foreign aid.

According to Circular 06/2011/TT-BGDDT, unless there is an agreement with the donor, the procurement and equipping of assets at project management boards must comply with existing legal regulations, including the following documents:

  • Decision 170/2006/QD-TTg dated July 18, 2006, issued by the Prime Minister, stipulating standards, norms for equipment, and working facilities for government agencies and state officials, civil servants, and Circular No. 94/2006/TT-BTC dated October 9, 2006, issued by the Ministry of Finance guiding the implementation of Decision 170/2006/QD-TTg;

  • Decision No. 59/2007/QD-TTg dated May 7, 2007, issued by the Prime Minister, stipulating standards, norms, and management regimes, use of transportation in government agencies, public service units, and state companies, and Decision No. 61/2010/QD-TTg dated September 30, 2010, issued by the Prime Minister amending and supplementing some provisions of the regulation on standards, norms, and management regimes for the use of transportation in government agencies, public service units, state companies issued together with Decision No. 59/2007/QD-TTg, Circular 103/2007/TT-BTC dated August 29, 2007 guiding the implementation of Decision No. 59/2007/QD-TTg;

The management of assets during operation is performed according to Decision 32/2008/QĐ-BTC dated May 29, 2008, issued by the Minister of Finance guiding the management regime and depreciation of fixed assets in government agencies, public service units using state budget, and Directive No. 17/2007/CT-TTg dated July 25, 2007, issued by the Prime Minister regarding the strengthening of asset management of project management boards using state capital.

The management and handling of assets when programs or projects end are subject to Circular 87/2010/TT-BTC dated June 15, 2010, issued by the Ministry of Finance guiding the management and handling of assets of projects using the state budget when the project ends.

Further details may be found in Circular 06/2011/TT-BGDDT, effective from April 1, 2011.
