Recently, Lawnet has received numerous questions from Members and Customers regarding the collection, analysis, and processing of evidence used in the self-assessment of preschool education quality in Vietnam as stipulated in Circular 19/2018/TT-BGDDT. The following article will partially address these concerns.
On August 22, 2018, the Vietnam Ministry of Education and Training issued Circular 19/2018/TT-BGDDT promulgating regulations on education quality accreditation and recognition of preschools meeting the national standards, replacing Circular 25/2014/TT-BGDDT. This Circular specifically stipulates the steps for self-assessment for preschools, notably the content of Step 3 - collection, processing, and analysis of evidence.
However, until now, the Vietnam Ministry of Education and Training has not issued specific guidelines for the regulations in Circular 19/2018/TT-BGDDT. Therefore, this article will provide guidelines on evidence for the indicators in each criterion of the criteria for assessment of preschool education quality set out in Official Dispatch 1988/KTKĐCLGD-KDPT guiding the regulations of Circular 25/2014/TT-BGDDT and is for reference purposes only.
In education quality accreditation, evidence includes documents, records, books, recordings, discs, and physical items of the school, which meet the requirements of the indicators in each criterion. Evidence is used to substantiate the analysis and explanations, thereby providing judgments and conclusions in the self-assessment report.
Upon collection, processing, and analysis of evidence, the school should carefully study Official Dispatch 6339/BGDDT-KTKDCLGD dated November 5, 2014, on self-assessment and external assessment for preschools to avoid mechanical and rigid application.
The evidence used in the self-assessment report must be sufficient for each academic year and according to the education quality accreditation cycle stipulated in Circular 19/2018/TT-BGDDT (5 years). For preschools that have not been in operation for 5 years, the time of evidence collection is from when the school started educational activities.
In the criteria for assessment of education quality, some indicators of certain criteria only require evidence collection at the time of self-assessment.
Expired evidence should be replaced with valid and appropriate evidence. The symbol of the replacement evidence should be the symbol of the replaced evidence; the date of replacement should be clearly stated.
