Recently, the Vietnam Ministry of Education and Training issued Circular 28/2020/TT-BGDĐT promulgating the Charter for Primary Schools.

The Regulations issued together with Circular 28/2020/TT-BGDDT specifically guide the documents and procedures for transfer of schools for primary school students in Vietnam as follows:

Documents for transfer of schools include:

- Application form for school transfer by the student's parents or guardians (according to the form in Appendix I attached to this Circular).

- Academic records.

- Information on study materials (at the current school), progress in the curriculum (according to the form in Appendix III attached to this Circular), summary of assessment results of student conduct and academic performance as per regulations.

- Individual education plan for students with disabilities (if any).

Note: The current school guides the completion and confirmation of the documents' validity. The receiving school will accept and manage the documents.

Procedures for transfer of schools

- Parents or guardians of the student submit an application form for school transfer to the receiving school directly, via postal mail, or online through the Public Service Portal (if available).

- Within no more than 03 working days from the receipt of the application form, the principal of the receiving school gives a decision on the acceptance of the student on the application form. In case of refusal, the principal must indicate the reasons in the application form and return it to the parents or guardians in the form in which it was received.

- Once there is approval for admission from the receiving school, the parents or guardians of the student submit the application for school transfer to the current school. Within no more than 03 working days from the receipt of the application form, the principal of the current school is responsible for returning the student’s records as specified in Clause 1 of this Article.

- Parents or guardians of the student submit the complete set of documents specified in Clause 1 of this Article to the receiving school.

- Within no more than 03 working days from the receipt of the complete documents, the principal of the receiving school organizes discussions, surveys, and counseling, and arranges the class placement for the student.

Additionally, this Circular also stipulates the procedures for the transfer of schools for primary school-age students returning from abroad as follows:

- Parents or guardians of the student submit an application form (according to the form in Appendix II attached to this Circular) to the school they wish to transfer to, either directly, via postal mail, or online through the Public Service Portal (if available).

- Within no more than 03 working days from the receipt of the application form, the principal of the receiving school gives a decision on the acceptance of the student on the application form. In case of refusal, the principal must indicate the reasons in the application form and return it to the parents or guardians in the form in which it was received.

- In the case of approval for admission, within no more than 07 working days from the receipt of the application form, the principal organizes a survey of the student’s qualifications, places the student in a suitable class, and manages the student’s records as per regulations.
