On July 24, 2007, the Vietnam Ministry of Defense issued Circular 113/2007/TT-BQP guiding on funding the costs for daily living aids, orthopedic devices, and rehabilitation equipment for people with meritorious services to the revolution currently serving in the military.

Circular 113/2007/TT-BQP stipulates: "People with meritorious services to the revolution as defined above who require orthopedic devices such as artificial legs, arms, orthotic braces, orthopedic shoes, orthopedic slippers, artificial teeth, or artificial eyes are eligible for financial support twice per year". Note: The traveling and accommodation expenses are processed in a single payment (requiring tickets and confirmation from the orthopedic service provider in the monitoring register). Traveling expenses are not reimbursed if the unit arranges a vehicle for the individual.
