Specifically, Article 39 of Decree 115/2020/ND-CP prescribes the Exam for rank promotion to professional titles of public employees as follows:

General Knowledge Paper:

• Exam form: Multiple-choice test;
• Exam content: 60 questions on the Party's guidelines and policies, legal policies on sectors and fields, and laws regarding public employees as required by the job title for which the candidate is applying;
• Time for taking test papers: 60 minutes.

Foreign Language Paper:

• Examination form: Multiple-choice test;
• Examination content: 30 questions in one of the five languages: English, Russian, French, German, or Chinese, according to the requirements of the job title undergoing promotion, decided by the head of the competent agency or unit organizing the examination;
• Examination duration: 30 minutes.

Information Technology Paper:

• Examination form: Multiple-choice test;
• Examination content: 30 questions according to the requirements of the job title undergoing promotion;
• Examination duration: 30 minutes.

Professional Expertise Paper:

• For promoting to the first-class professional title: A project writing test, duration of 8 hours, and a project defense test, maximum duration of 30 minutes as required by the job title undergoing promotion. The project writing and defense are graded out of 100 points for each test;
• For promoting to the second-class professional title: A writing test, duration of 180 minutes, as required by the job title undergoing promotion, graded out of 100 points;
• For promoting to the third-class and fourth-class professional titles: A writing test, duration of 120 minutes, as required by the job title undergoing promotion, graded out of 100 points.

If the competent agency or unit organizing the exam decides to conduct the multiple-choice tests on a computer, the IT subject will not be required, and the exam results must be announced to the candidates immediately after the test ends. There will be no re-assessment of the computerized test results.
